What is the PSLF Waiver?

The PSLF “waiver” is a limited time opportunity allowing student loan borrowers to receive credit for past periods of repayment that would not otherwise qualify for PSLF.

You must have at least one (1) Direct Loan and at least 1 approved PSLF form to qualify for PSLF.

If you don't have at least 1 Direct Loan or at least 1 approved PSLF form, then don't panic! You might still be able to get  PSLF using the PSLF Waiver.

Step 1: What types of student loans do you have?

  • Go to the aid summary page at StudentEd.gov (you must log into your account to view that page).
  • Scroll down to the Loan Breakdown section. There, you'll see a list of the loans you took out, including those you might have paid off or consolidated into a new loan.
    • Expand the “View Loans” section. Then, choose the “View Loan Details” next to a loan. You'll see a specific name for that loan.
      • If the loan is a:
        • Direct Loan, then the loan's specific name will begin “Direct.”
        • Federal Family Education Loan (FFEL), then the loan's specific name will begin “FFEL.”
        • Perkins Loan, then the loan's specific name will begin “Perkins.”

***NOTE: Parent PLUS loans are not eligible to benefit from the PSLF Waiver.***

Step 2: Take action (consolidate, apply, or wait) depending on what student loan type(s) you have.

If you have at least one (1) outstanding FFEL Program loan, Federal Perkins Loan, or uncommon older federal student loan, even if you also have an outstanding Direct Loans, then you can consolidate your loans, apply for PSLF forgiveness, or wait to act, depending on your circumstances. 

Group 1: You have at least one (1) outstanding FFEL Program loan, Federal Perkins Loan, or uncommon older federal student loan, even if you also have an outstanding Direct Loans, but haven't consolidated the loans yet. 

How to Qualify for PSLF if you're in this group: 

  1. Check your PSLF employment eligibility at the Education Department's PSLF employer search to see if your employment is eligible to receive PSLF. If your employer is eligible or is “likely ineligible” (which means your employer's eligibility is undetermined), but you believe the employer qualifies, your next step is to consolidate your loans (if you haven't already consolidated them). 
  2. Consolidate your FFEL Program loans and Perkins Loans into a Direct Consolidation Loan by October 31, 2022. You can't receive credit for time in repayment if you don't consolidate and submit your PSLF form by that date. 
  3. Submit a PSLF form. Use the PSLF Help Tool after consolidation to generate a PSLF form to submit to MOHELA (the Education Department's new PSLF servicer) by October 31, 2022. The PSLF form's instructions tell you how to submit the form to MOHELA. 

Group 2: You have a Direct Loan but have never submitted a form certifying your employment. You do not have any other loans, you're not assigned to MOHELA, or if you're assigned to MOHELA, you've never submitted a PSLF form to MOHELA. 

How to Qualify for PSLF if you're in this group: 

If you have not yet taken steps to pursue PSLF, apply now

  1. Check your PSLF employment eligibility at the Education Department's PSLF employer search to see if your employment is eligible to receive PSLF. If your employer is eligible or is “likely ineligible” (which means your employer's eligibility is undetermined), but you believe the employer qualifies, your next step is to consolidate your loans (if you haven't already consolidated them). 
  2. Submit a PSLF form. Use the PSLF Help Tool after consolidation to generate a PSLF form to submit to MOHELA (the Education Department's new PSLF servicer) by October 31, 2022. The PSLF form's instructions tell you how to submit the form to MOHELA. 

Note: If the Education Department is reviewing your employer's PSLF eligibility, the Education Department's review may go beyond October 31, 2022. If the Education Department determines your employer is PSLF – eligible, you'll then be able to submit your PSLF form.

Group 3: You have a Direct Loan and have already submitted an ECF or PSLF form. You only have Direct Loans and they are all assigned to the PSLF loan servicer (MOHELA or FedLoan). 

How to Qualify for PSLF if you're in this group: 

  1. Submit a PSLF form. Use the PSLF Help Tool to generate a PSLF form to submit to MOHELA (the Education Department's new PSLF servicer) by October 31, 2022. The PSLF form's instructions tell you how to submit the form to MOHELA. 
    • You must submit a PSLF form, even if you already submitted one, if:
      • You had some, but not all your employment certified as PSLF eligible, or 
      • You previously submitted an ECF or PSLF form, but were denied PSLF.
  2. Wait for automatic credit for prior repayment periods if you only took out Direct Loans or previously consolidated other federal loans into a Direct Loanand you've already submitted an ECF or PSLF form, 
    • Automatic credit will be granted only if
      • the employer listed on your form was determined to be a qualifying employer, but
      • you originally did not receive credit because you
        • (1) didn't have the right kind of loan,
        • (2) weren't in the right repayment plan,
        • (3) made the payment late, or
        • (4) did not pay the full amount due.
